Did you pass unmarked vehicle on with serine and blinking lights.

I recently read about driver who get penalty ticked for obstructing justice because he blocked way of unmarked police car who used "Emergency vehicle lighting"

The unmarked police car was brand new latest BMW models, the driver said Excuse me his word that it's probably some rich bastard, or other scum businessman who mounted this flashing light to scare ordinary hard working proletarian Poles. He was wrong the other guy was a cop :D

The driver appealed against the penalty ticked.

But his appeal was rejected got 4 penalty points. The court held that even if it the other driver would be a rich man who illegally uses the emergency signals, it is not an excuse for deliberately blocking the lane, and if he had any objections could report the matter to the police.

If they have time to ticket then they probably, don't need the lights.

If the lights or siren are on all the time it become ineffective.

To answer you question it is basically down to whatever the law is in Poland.

Correct me if I'm wrong but in the US, they aren't supposed to pull to the side, except when blocking the only path. They consider just stopping where they are, more effective than pulling to the side. Or this was on a popular topical show, which means it could be wrong.

The first (and only) time I got booked for speeding was by a cop in an unmarked car.
